He began August 11.</p><p>Rooks joins سԹ after retiring in July from the Gwinnett County (Georgia) Police Department, which he served since 2006, most recently as a sergeant in charge of the department’s community outreach programs. Since 2007, Rooks also served as a campus officer at Gwinnett Technical College, fostering a secure campus environment through proactive patrolling and community relationship-building.</p><p>Rooks brings to سԹ what he describes as a “campus-first, team-oriented” approach—a model that emphasizes proactive risk management and strong community partnerships.</p><p>“I like to think that each one of us is more than just an employee of سԹ,” he says of his Campus Safety colleagues. “We can play a vital role in shaping the very fabric of سԹ. One way to do that is by following through on every detail and every request, and by doing it with kindness. My door is always open to our students, faculty, and staff so that we can collaborate on any concerns any member of our community may have.”</p><p>For years, Rooks was an instructor of Georgia patrol officers; his professional interests include de-escalation and customer service training. Originally from Tampa, Florida, he began his career with the Pasco County Sheriff’s Office in New Port Richey, Florida. He earned a bachelor’s degree in Public Safety Leadership from Mercer University.</p><p id="docs-internal-guid-b0b2f9b2-7fff-33e2-d06f-417f262da35b">“What makes سԹ a welcoming and safe place is our deep commitment to fostering a community of care and a sense of shared responsibility to and for each other,” says Vice President and Dean of Students <a href="/karen-goff" data-entity-type="node" data-entity-uuid="64350f3b-de3b-47b5-9a98-e3c6a1411ca3" data-entity-substitution="canonical" title="Karen Goff">Karen Goff</a>. “Eric is a person who understands this obligation. He took on progressively responsible roles throughout his tenure at CSU, ultimately leading a staff of more than 60 employees while serving as chief of the department.&nbsp;</p> <p>As deputy chief at CSU, Traska served as the primary point of direct administrative contact and liaison with other university departments and individuals and also with external institutions, agencies, community leaders, and constituents. He assisted in the development and implementation of emergency and disaster preparedness plans for the university and coordinated planning with city, county, and state partners. Traska also coordinated major event planning and Homeland Security initiatives.&nbsp;</p> <p>Traska began his career at CSU as a patrol officer and within several years was promoted to sergeant and given the responsibility for the daily supervision of patrol officers. During his tenure at CSU, he also assisted in budget administration, conducted operational and cost/benefit analyses, and was engaged in grant writing.</p> <p>Traska earned an associate of applied science degree in criminal justice at Montgomery College and a bachelor of arts in public safety management and a master of public administration at Cleveland State University. Traska has completed a professional development course series with the Federal Emergency Management Agency and the advanced leadership training course for law enforcement executives through the Public Safety Leadership Academy in Columbus, Ohio.</p> <p>&nbsp;</p> <p style="text-align: center;"><strong>Tyrone Wicks Promoted to Assistant Director of Campus Safety</strong></p> <p><a href="/tyrone-wicks">Tyrone Wicks</a> has been named an assistant director of campus safety. He joined the Office of Campus Safety in 2017 as a supervisor.</p> <p><img alt="Head Shot Tyrone Wicks" class="obj-left" src="/sites/default/files/content/biography/image/tyronewicks-020_2.jpeg" width="130">Wicks previously was a deputy sheriff in Florida and served in a variety of roles, including school resource officer, and as a member of federal and state task forces. DuVall led <a href="/campus-safety">Campus Safety</a> staff in managing the situation,gave the student chest compressions, and used an Automated External Defibrillator (AED) to restore her heartbeat. DuVall’s actions contributed to the student’s ability to make a full recovery.</p> <p>The Yeworkwha Belachew (YB) Staff Award is given each year to an سԹ College staff member who has gone “above and beyond” in service to the college. The award is named in honor of the extraordinary service of Yeworkwha Belachew, or YB, as she was known to سԹ’s students, faculty, staff, and residents. The YB Staff Award is designed to recognize a non-faculty, institutional employee of the college who demonstrates daily commitment and performance in advancing سԹ’s strategic goals through exemplary service to the college.</p> <p>DuVall began his role at سԹ 20 years ago as a campus safety officer and was later promoted to the role of supervisor. A military veteran, he was recruited for various jobs after his five years in the service, but his experience coming to سԹ as a high school student in the <a href="https://www2.ed.gov/programs/trioupbound/index.html">Upward Bound Program</a> contributed to his decision to work at the college. “I had a lot of opportunities, but I chose سԹ,” says DuVall. “I just love being here.”</p> <p>DuVall’s role requires him to respond to the scene of various situations on campus. He’s briefed on the situation by Campus Safety staff, and it’s his job to facilitate a support system for the student. This often involves calling college staff for support.</p> <p>“I’m constantly diffusing situations and trying to come up with solutions,” says DuVall. “I’m problem-solving throughout the day, from fire safety to work orders and facilities management. Especially after business hours, I may need to contact the dean on call, the area coordinator on call, residential education—you name it, Campus Safety is doing it.”</p> <p>Duvall says the most memorable experience he’s had in his role was when Michelle Obama gave the 2016 Commencement address. To prepare, he helped coordinate with the Department of Transportation, Department of Treasury, Secret Service, Federal Aviation Administration, and various law enforcement entities from across the region. The payoff for DuVall was that he was able to meet the former first lady during her visit.</p> <p>Receiving the YB Staff Award holds special meaning to DuVall because of the close relationship he had with Belachew.</p> <p>“I remember asking YB for advice when I was promoted to supervisor,” says DuVall. “She said, ‘Supervising is serving those you supervise.’ So I try to create a comfortable and great work space so Campus Safety staff can best serve the سԹ College community. I pride myself on being a positive ambassador from the office of Campus Safety, because you just never know what outside security team may call our office to work with us—from Michelle Obama and Stevie Wonder to Oprah Winfrey. I’m also thankful for the training that keeps us prepared to serve the students.”</p> <p>Says DuVall: “I would like to thank President Carmen Ambar, senior staff, Joe Vitale, and Rebecca Mosely for every recognition I have received, including the Yeworkwha Belachew Staff Award. The second-year student had suffered cardiac arrest in her dorm. &nbsp;&nbsp;</p> <p>Campus Communication Officer Tammy Kwilecki received a call from a student in Keep Cottage who found Bentley unresponsive near the third floor stairwell, and DuVall responded to the scene with Campus Safety officers Mark Hoyt and Larry Brown. After discovering that Bentley was not breathing and had no pulse, DuVall immediately began chest compressions while the other members of the team retrieved the Automated External Defibrillator (AED) from the Campus Safety vehicle and went to direct EMS to their location. DuVall followed the AED’s audible instructions, which administered an electric shock to Bentley’s heart to restore its normal rhythm.</p> <p>Bentley was taken by EMS, first to Mercy Allen Hospital, and then flown by helicopter to Mercy Health Regional Medical Center in Lorain, where she was put into a hypothermic state to preserve brain function. She was given around a 6 percent chance of survival, and even then, physicians weren’t sure how much brain function she might have. But after a harrowing two days, she emerged from the hospital and has since made a full recovery. Through these events, Bentley discovered she had a genetic condition called catecholaminergic polymorphic ventricular tachycardia, which is characterized by an abnormal heart rhythm.</p> <p>“I’m very lucky to have been taken care of so well by سԹ Campus Safety, my [dorm] neighbor, and the doctors at Mercy, because all of those people worked really fast to make sure I’d be OK,” says Bentley.</p> <p>The role of Campus Safety in a life-saving situation may come as a surprise, since most students regard the staff only as law enforcement officers: they patrol parking lots; write tickets; and confiscate paraphernalia.</p> <p>“A lot of students think we’re just around for punitive reasons. Some think that when we show up we’re there to just get you in trouble and write you up. It’s my personal mission to change this thought,” says DuVall. “We’re here to provide service to the community. We don’t respond to a call and look to get someone in trouble. We just want to problem solve and then get on to the next call.”</p> <p>سԹ’s Campus Safety officers are trained to &nbsp;respond to potential criminal incidents, suspicious activity, requests for assistance, and emergency situations—such as the one that took place with Bentley. Officers are also certified in first aid and CPR, receive active shooter training, and, most recently, they’ve been trained to administer NARCAN, a medication used to block the effects of opioids, especially in overdose.</p> <p>For DuVall, his devotion to serving and ensuring the safety of the campus community is all-consuming. “When I’m on duty, I’m always thinking about what could potentially happen. There are thousands of staff and students to think about when we come to work. A [serious incident] can happen anytime, and we have to know what to do.”</p> <p>Bentley agrees that students may be reluctant to call Campus Safety when there’s an issue, but she challenges that approach.</p> <p>“Campus Safety is here to keep students safe. Yeah, the rules are part of being safe, so sometimes it seems like you’re just getting in trouble, but they serve a very important role on campus. Campus Safety does a lot more than most students realize.”</p> <p>She acknowledges that students may be afraid to contact Campus Safety or law enforcement when they’re doing something they shouldn’t be doing and someone gets hurt. “But if something scary is happening, [those involved] should be making sure everyone in the situation is safe,” says Bentley.</p> <p>When reflecting on her situation and the role Campus Safety played, Bentley says: “I’m eternally grateful for Leondist. Therefore, when school is in session, staff should expect that the College will remain open and fully operational to the extent possible in order to meet the needs of those we serve. <br> </p> <p>Under extraordinary conditions, however, the College may: (1) Cancel classes; (2) Declare a level 1, 2 or 3 weather status and cease non-essential operations either prior to normal operating hours or during operating hours while asking essential function personnel to remain and/or report for work. <br> </p> <h3>Status - Level 1 Conditions</h3> <p>• Roadways are hazardous, drive with extreme care. <br> • Extreme weather conditions are likely to develop within eight (8) hours (for example; storm warning issued or extremely cold temperatures or wind chill are predicted. <br> </p> <p>Non-essential personnel should determine for themselves whether they should report to work and can do so safely. Failure to report under Level 1 conditions will require the use of benefit time should the employee wish to be paid and will not be counted adversely for adherence to attendance standards.<br> </p> <h3>Status - Level 2 Conditions</h3> <p>• Roadways are hazardous with blowing, drifting snow and/or flooding. <br> • Extreme weather conditions exist (ie. extremely cold temperatures or wind chill)<br> • Motorists should use extreme caution. Only those who feel it is necessary to drive should be on the roads. <br> </p> <p>Non-essential personnel should determine for themselves whether they should report to work and can do so safely. Violators may be cited. <br> • Other conditions specific to سԹ College that would not be conducive to employees reporting to or remaining at work (for example; lack of heat, power or water) or any other situation as determined by the president). <br> </p> <p>It would be impossible to identify all emergency situations that could conceivably occur. Therefore, it is important to note that the guidelines set forth in this policy are subject to change based on the circumstances of the specific emergency situation, its duration, the time of year in which it occurs and the number of students on campus. <br> </p> <p>Non-essential personnel are strongly encouraged to remain home and stay off of roadways unless absolutely necessary. Essential personnel should determine for themselves whether they are able to report to work safely. Failure to report under Level 3 conditions will require the use of benefit time should the employee wish to be paid and will not be counted adversely for adherence to attendance standards.</p> <h2>COLLEGE STATUS</h2> <p><strong>Class Cancellation</strong>: This status may apply when severe weather conditions or other emergency situation interferes with the ability of students or faculty to attend class. Normally in this event, all staff members are expected to report to work as usual, even though classes and external events are cancelled.<br> </p> <p><strong>Campus Closing</strong>: This status may apply when unusual, extreme conditions exist and only when students are absent from campus or if local roads are officially closed. If the College closes, employees are not to report, except for certain employees necessary to protect the College, maintain life safety systems and provide for student needs. Essential function employees will be notified in response to each specific emergency. Under certain circumstances, a limited number of non-essential function personnel may also be asked to report based on the type of emergency and the specific needs of the campus. <br> </p> <p>In the event that a closing is announced after employees have already reported to work, all but essential personnel may leave the campus however; they are not required to do so. <strong>Essential personnel will be expected to remain until relieved or notified by their supervisors to leave.</strong> <br> </p> <p><strong>Decisions to Close the College</strong>: Decisions to close the College will be made by the President or the Vice President for Finance in consultation with other College executives as needed. <br> </p> <p><strong>Communication and Information Sources Concerning College Status</strong>: An official announcement will be communicated to all employees via the College communications channels. <strong>Essential function personnel identified in this policy will be expected to report, unless told not to do so by a supervisor</strong>. <br> </p> <p>Reliable College status information is available only through the following sources: <br> </p> <ol> <li>سԹ OnCampus webpage <a href="https://oncampus.oberlin.edu">https://oncampus.oberlin.edu</a><br> </li> <li>Department of Human Resources: 775-8430<br> </li> <li>Office of Safety and Security: 775-8444<br> </li> </ol> <p>Closing information is also provided to local and regional news outlets. In the event of College power failure, they may be the only operational information sources. <br> </p> <p><strong>Compensation During an Emergency Closing</strong>: Hourly employees will be paid only for those hours actually worked. Employees who do not report to work or who leave work early prior to the completion of their shift shall be required to use benefit time in order to be paid. In the rare instance when an employee has exhausted all available benefit time, or for newly hired staff who do not yet have benefit time available to them, an advance against future benefit allocation may be requested. <br> </p> <p><strong>Safety</strong>: Notwithstanding College status, employees—even essential personnel—must make individual decisions about whether to travel between home and the College or between the College and home based on local conditions. As a general rule, all employees, regardless of position, are requested to give as much notice of their absence as possible.<br> </p> <p><strong>Localized and Temporary Closing</strong>: Extreme conditions occasionally may make working conditions in a particular building or location inconvenient or unsafe. Supervisors or employees in the affected unit(s) should discuss the problem with the Director of Facilities and the Department of Human Resources. If the problem cannot be resolved, the supervisor may request permission of the Division Head and the Manager of Employee/Labor Relations to temporarily close the area or location or to relocate staff to another location, if possible. Building closures must be authorized by the appropriate Dean in consultation with the Vice President for Finance and the President. <br> </p> <p><strong>States of Emergency</strong>: States of emergency may be declared by officials of the City of سԹ, Lorain County, and/or the State of Ohio. A state of emergency is implemented by accompanying executive orders that declare a curfew, prohibit travel, control traffic, designate areas as emergency shelters, and close public places of assembly. States of emergency do not necessarily mean that roads are closed, unless so stated. The scammers ask the sellers to deposit the funds and return to them the balance.
